- Here we determine which sites, locations, departments and types of risks to include in the implementation. This indicates the scale of the implementation and helps us select an appropriate approach.

- Based on the goals and scale of the implementation, we select the appropriate strategic approach. Do we roll out on a broad front, or gradually onboard sections through pilots? A high level timeline is developed based on this to communicate expectations.
